The passerby called police to report the incident at 1:13 p.m., and mentioned that there were multiple children at the residence. Officers quickly responded to the area, and report that Shelton Jr. was hostile and uncooperative.
An MPD spokesperson said that Shelton Jr. then "barricaded" himself inside the residence. At this point, multiple MPD officers, detectives, SWAT personnel and hostage negotiators were on scene and tried to negotiate with Shelton Jr.
Residences directly surrounding the suspect's apartment were evacuated as a precaution once Shelton Jr. was barricaded inside, the MPD spokesperson said.
Officers reported that Shelton Jr. began firing shots at 2:09 p.m., after which he was seen to emerge from the residence holding a rifle. The suspect continued to fire, before an MPD officer returned fire, hitting Shelton Jr. in the chest.
After being wounded and retreating back into the apartment, Shelton Jr. surrended to the officers, according to the MPD spokesperson.
Shelton Jr. was taken into custody an transported to the hospital with "non-life threatening" injuries. None of the children at the residence nor any of the officers were injured.
The District Attorney has been notified of the situation, and the case will be investigated by the Jackson County Major Assault and Death Investigation Unit. Oregon State Police will be leading the investigation.
The officer who shot Shelton Jr. will be placed on administrative leave until the DA's office has been able to review the case, followed by an administrative review. An MPD statement reported that this is standard procedure in an officer-involved shooting.
The MPD spokesperson mentioned that a second officer on the scene has also been placed on administrative leave.
