KLAMATH COUNTY, Ore. -- As Measure 110 nears effect, Klamath County health experts say they’re awaiting how lawmakers will implement it.

The measure focuses on a health-based, treatment-over-punishment approach to dealing with drug possession.

It will allow people to pay a fine or have it waived by participating in a health assessment.

Stan Gilbert, CEO of Klamath Basin Behavioral Health says it’s a step in the right direction.

“I do think that the idea of increasing access to services, increasing available funding for services, of course, those of us that do this work are very much in support of that,” Gilbert said. “We’re in favor of that and are hopefully going to see some significant improvements at the local level in terms of how money is used in house, how access to services is made available in our local communities.”

Gilbert says they’re looking forward to the Legislative session to further define how Measure 110 will roll out.

Oregon is the first state in the U.S. to decriminalize drug possession.

“I think we'd see a reduction in the harm that results from substance use,” Gilbert said. “I think one way to combat that state law is to increase our ability to do. More community outreach, work for media education to make it less of a stigmatized issue. I'm hoping that that's going to be one result of this.”
