Malin woman accused in murder-for-hire plot after Christmas Eve arrest

Tori Hill is accused of hiring Corey Agar to murder another man before hiding the body and disposing of evidence.

KLAMATH FALLS, Ore. — A Malin woman faces aggravated murder charges after she allegedly hired a transient man to kill another man sometime in the last month before hiding the body and disposing of evidence.

Oregon State Police arrested 58-year-old Tori Devon Hill of Malin on Christmas Eve, holding her without bail on Aggravated Murder and Criminal Conspiracy charges.

Court documents indicate that police were investigating the murder of a man named Pedro Padilla. Investigators said that Hill "arranged to have Mr. Padilla killed," and she refused to give a statement before being taken into custody.

Police began investigating Padilla's disappearance about three weeks ago, according to the Klamath Falls District Attorney's Office. That investigation led them to recover Padilla's body from a pond near Falcon Heights on the night of December 23. He had suffered a single gunshot wound to the head.

Prosecutors allege that Hill paid 31-year-old Corey Nicholas Agard to murder Padilla, which Agard did, sometime after November 22. Then, according to court documents, Hill and Agard hid Padilla's body and removed "blood and evidence of the discharge of a firearm" sometime between the end of November and the beginning of this week.

Agard was taken into custody for unrelated charges on December 19. According to statements from arresting officers, Agard broke into a mechanic's shop and took about $8,000 in tools and equipment, loaded it into a stolen truck, and drove away. Although Agard reportedly spray-painted the truck and swapped out the rear license plate, officers arrested him following a pursuit later that day.

It's unclear at this time what the relationship between Hill and Padilla was, but their involvement over a number of years has been documented in both court records and media reports.

In June of 2018, Hill was accused of hindering officers from arresting Padilla while they investigated him for distributing methamphetamine. Both Hill and Padilla were involved in a standoff with police at her home in Malin during 2013, the Herald and News reported at the time.

Padilla was no stranger to brushes with the law. According to Oregon court records, he faced multiple charges nearly every year between 2012 and 2019, although many of those charges were dismissed in favor of extradition to face charges in California.
