Grants Pass is at a slightly lower elevation which causes the air to cool just a bit more in this area and thus more easily reach the dewpoint which is how you form clouds and fog. Grants Pass is also in a tighter portion of the valley, meaning the mountains are closer together which helps the fog stay “stuck” in a way.
