Repeat Offender Stays Behind Bars

GRANTS PASS, Ore. — A Grants Pass homless man who has been cited and released three times will now remain behind bars.

27-year-old Kyle Winn has been arrested for auto theft in the past, but the charges were not enough to keep him behind bars in the reduced capacity jail. According to the Josephine County Jail Commander, Winn is now accused of arson, which is enough to make sure he stays in jail.

The jail commander also says fewer people will now be cited and released because County Commisioners have approved funding which will open up more jail beds.
