MEDFORD, Ore. -     Local law enforcement officers handle active shooter situations like the one at Reynolds High School near Portland on Tuesday differently now than they did a decade ago. More than a million dollars have been put into school security upgrades since the Sandy Hook shooting in 2012. NewsWatch 12′s Kirstin O’Connor heard from Lt.
